Requirements for Public Access Defibrillators (PAD)

📍 a. Designated Facilities Requiring Public Access Defibrillators

✈️ i. All Airports across Nigeria
🛍️ ii. All markets & large shopping malls
🏛️ iii. Government offices with >500 staff & human traffic of >5,000 weekly
🎭 iv. All Conference Centers with 500+ seating capacity

🛠️ b. Installation Standards & Specifications

  • Only Certified AEDs approved by the BBL Committee will be installed according to specified standards.
  • The AED must be installed on a platform at least 140 cm from the ground enclosed in transparent material.
  • It must be placed at an easily accessible point, preferably at the main entrance of the building, with zero obstruction towards that point.

👥 c. Mandatory Staff Training & Fee (₦400,000)

Training is recommended for all staff members where the AED is mounted. However, for an organization to have a Public Access Defibrillator installed, they must be committed to training at least 10 members of staff including security personnel, receptionists, and front desk officers.

In addition to the cost of the AED, a training cost of not less than ₦400,000 will cover BBL training for at least 10 officers. Establishments are strongly advised to insist on BBL certification for any security agency they engage.

🩺 d. Maintenance & PAD Supervisor Rules

  • Every mounted AED will possess a unique identification number and details including specification, maintenance log, and usage frequency.
  • Each AED must be overseen by a designated Public Access Defibrillator Supervisor who is an active member of the NCS and has received adequate training. Training and retraining of PAD Supervisors takes place during NCS Annual Conferences.
  • Yearly maintenance checks on September 29th must be reported to the NCS Coordinating Center.
  • All cases of malfunctioning must be reported immediately by the Supervisor.

🚨 e. Emergency Drills & Maintenance Logging

Yearly emergency resuscitation drills must be performed every World Heart Day (September 29th) or World Restart a Heart Day (October 16th). Maintenance logs must be documented no later than 24 hours following any emergency deployment event.
